On May 31, 2026, John Lee Ka-chiu, Chief Executive of the Hong Kong Special Administrative Region (HKSAR), led the largest trade and commerce delegation of the current HKSAR government on an official visit to Kazakhstan, aiming to fully promote in-depth cooperation between Hong Kong and Central Asia in multiple fields including economy and trade, finance, and innovation and technology. As the birthplace of the Belt and Road Initiative (BRI), Kazakhstan serves as a core partner for Hong Kong to further develop the Central Asian market. This high-profile visit marks a brand-new stage in Hong Kong-Kazakhstan bilateral cooperation, fully demonstrating Hong Kong's firm commitment to proactively integrating into the overall national development, leveraging its own advantages to serve the country's high-level opening-up strategy. Mr. Liu Liqiang, Chairman of Jiaxin International, was invited to accompany the delegation on this important diplomatic mission.
During the visit, John Lee held official meetings with Kassym-Jomart Tokayev, President of Kazakhstan, and Olzhas Bektenov, Prime Minister of Kazakhstan. They conducted in-depth exchanges and reached consensus on issues such as deepening economic and trade cooperation between the two places, expanding room for industrial collaboration, and enabling regional coordinated development. Lee stated that market entities from Hong Kong and the Chinese mainland should seize the development dividends brought by Kazakhstan's market-oriented reforms and industrial upgrading, accelerate the implementation of industrial layout in Central Asia, and use precise and pragmatic industrial cooperation to support the high-quality development of the Belt and Road Initiative. He also mentioned that the HKSAR government plans to establish a Hong Kong Economic and Trade Office in Kazakhstan to continuously improve the supporting system for bilateral economic and trade cooperation, and enhance cooperation efficiency, while extending a warm welcome to high-quality Kazakh enterprises to settle, develop and list in Hong Kong.
Mr. Herbert Ho Lik-chi, Belt and Road Commissioner of the Commerce and Economic Development Bureau of the HKSAR government, said during the visit that Central Asia boasts outstanding advantages in mineral and natural resource endowments and a solid foundation for industrial development. Leveraging Hong Kong's core strengths as an international financial center, a diversified capital market and a professional service hub, resource-based enterprises in Central Asia can carry out diversified capital operations such as listing for fund-raising and bond issuance through Hong Kong's mature platform, open up international financing and development channels, and achieve mutual enhancement of industrial value and capital value.
Witnessed jointly by Serik Zhumangarin, Deputy Prime Minister of Kazakhstan, and John Lee, Jiaxin International officially signed a Memorandum of Understanding (MOU) with the Ministry of Industry and Construction of Kazakhstan. According to the MOU, the cooperation will support the expansion of the annual ore processing capacity of the Boguty project from 3.3 million tons to 4.95 million tons, further expand the production capacity of tungsten concentrate, and further consolidating the enterprise's core industrial competitiveness. In addition, the MOU has reached multiple in-depth cooperation agreements, including introducing cutting-edge innovative technologies to upgrade and optimize the entire mining production process, continuously increasing industrial investment, developing mineral raw material deep processing businesses, improving the entire industrial chain development system, and promoting the upgrading of China-Kazakhstan mining cooperation towards refinement, high-endization and long-term sustainability.
